 FG Approves 10,000 BPD Refinery in Delta State

The Federal Government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has approved the development of a new refinery with a processing capacity of 10,000 barrels per stream day in Delta State.

NMDPRA disclosed that the licence to establish the refinery was granted to MRO Energy Limited, an energy firm, for its facility located at Imode in Ughelli, Delta State.

In a statement shared on its official X handle on Tuesday, the Downstream Regulatory Authority announced: “The authority Chief Executive, Farouk Ahmed presented a Licence To Establish a 10,000 Barrels Per Stream Day Refinery at Imode In Ughelli, Delta State, to MRO Energy Limited.”

This announcement follows the issuance of another licence two months ago to Process Design and Development Limited, allowing the construction of a 27,000 barrels per day refinery in Dole-Wure, Akko, Gombe State.

With these additions, Nigeria now has about 11 modular and conventional refineries, boosting the country’s overall refining capacity.

Additionally, earlier this month, the Petroleum Products Retail Outlets Owners Association of Nigeria unveiled plans to partner with stakeholders to build a new refinery with an initial capacity of 50,000 barrels per day.

However, despite the increasing number of refineries, many remain either underutilised or non-functional, with most operating below their full potential.

The Nigerian Upstream Petroleum Regulatory Commission has established a target for domestic refineries to process 770,500 barrels of oil per day to meet local demand.
